Can you email him? That way you will have a documentation trail of having approached him with your questions or issues. Just make sure you re-read your emails so that it does not come off as you are blaming him or such. Does he has a boss that can reach out too? Also, see if you can set up a meeting with him to find out what his expectations are and how he would like to work with you.

I would email human resources, that will force him to talk to you. And if still doesn't result talk to human resources again.
