Recent Immigrants: Assimilation problems

Hey guys,
I am writing a paper on immigration and the problems that immigrants face. I want some of your ideas on how to address immigration problems, and barriers to succeed or needs for help. I understand that recent immigrants can be shy and reluctant to ask for help, but what are some ideas to help them?

For example, I also tutor two new middle school students and they are struggling because their English is not proficient and they will be placed into 'Disability Learning' classes. My reaction was HOT! Like I did not agree with it. Imagine, in a white school full of all whites, and two Asian immigrants with limited English. If they can't express themselves in English, then how are they going to defend themselves that they're not stupid. They don't have a learning disability, but just difficulties with English. What would you guys have to say in this situation? How to approach the teachers and professors. The students are extremely shy and speechless. Me as tutor felt really bad for them. I wish I can do better to assist them. Let me know what you guys think on this?
