A popular "over-achieving" young Melbourne actress has been killed by a train while on her way to buy her older brother a birthday present.

Seventeen-year-old Jessica Jacobs tripped on the platform at Cheltenham railway station on Saturday, May 10, and fell onto the tracks, her brother Adam Jacobs said.

She couldn't move from the tracks in time and was struck by a train.

Jessica was well known in the world of children's television, starring in Saddle Club, Worst Best Friends, Fergus McPhail and Holly's Heroes.

She also appeared in live productions, including the Sound of Music with Bert Newton and Lisa McCune.

Adam, 24, paid tribute to his "hero", his "beautiful" younger sister.

"If I had to describe her in one word it would be 'over-achiever'," Adam told AAP.

"Everything she did was so good. She was very grounded and likeable, very mellow and did not let anything get to her head, despite the fact she had been in these shows and was recognised a bit."

The day after she died was not only Adam's birthday, but Mother's Day.

"I'm okay, to be honest. I'm just really trying to rally for my parents," Adam, a journalism student at Deakin University, said.

"Me, Mum and Dad have been working together on her funeral and wake. We've banded together and made all the decisions," he said.

A service for Jessica will be held on Friday at the Holy Trinity Church in St Kilda, followed by a wake at Dixon Manor where Jessica wanted to hold her 18th birthday party.

"It's going to be perfect. It's just unfortunate that she had to die to have it. It's going to be a really perfect occasion, like a party for her, but still classy."

More than 400 people are expected to attend. A police escort will accompany a horse-drawn carriage carrying her coffin.

In his eulogy, Adam plans to speak about how protective he was of his little sister, who was far more like him than either of them realised.

"Only recently did I find out that Jess smuggled vodka into her Year Nine camp. I did that too."

He said that while she got up to "shenanigans" like any teenager, they were few and far between and she was a good sister, an outstanding daughter and an amazing friend.

"She was the best sister to me. We were very close, I loved her so much, she was my hero really.

"She's always the best person to talk to, the one I would go to to ask for advice. She was the best," Adam said.

"She was just so happy, so charismatic."

Jessica had been acting since she was nine years old, but was taking a break to focus on her music and Year 12 at Sandringham Secondary College.

She planned to go to the Victorian College of the Arts next year to study bass guitar and was in a couple of bands.

Those bands will play at her wake.

Recently, Jessica had been working at a local bakery where, Adam said, she spent more time talking to friends about "cute boys" than working.

Adam said his "amazing" sister was very popular.

"Everybody loved her. I know it's a cliche, but it's really true.

"She was an inspiration for so many people, always there for everybody."

Jessica also had two younger brothers, Seth aged 14 and Charlie, two.

A report on her death will be carried out by the coroner.
"Going to go as far as I can. Tonight is going to be another long one. Going to go with the mood.
You'll probably tag along. I'm a really busy girl. I welcome you to my world. ~ 2NE1"

That is really sad! It teaches us all to be careful at the train station. May Jessica rest in peace.
