1. i'm using this one.

[NOTE: from Step 2-4 it's an option if you want to do it, though you don't have too. there's being to be a much difference if you don't do it]
2. ok then you make a new layer and set that layer to screen then using your eye droper, choose a color. for this one i'm using a white color.
3. next go to your soft round brush and choose a size, make sure you use a big one if your graphic is big. for this i'm using a soft round brush of 343.
4. on the new layer that is set to screen, stamp your soft anywhere on your graphic.

5. make another new layer and fill it with black. next to go Filter>Render>Lens Flare.

6. Then next press SHIFT+CTRL+U. so that the Lens Flare is in black and white.
7. Go to Filter>Distort>Twirl. then a window should pop up. Play around with the ANGLE. for me i'll be using -216. You should get something like this.

8.I would like a softer look to it so i went to Filter>Blur>Gaussian Blur and set the Radius to 1.3 pixels.
9. ok i want to color my swirls therefore go Image>Adjustments>Color Balance or you could choose Hue/Saturation and then play with the colors setting till you're good with your outcome.
10. set that swirl layer to Screen and then using Free Transform. Rotate then you like it or move it to a cercent place you want it. Repeat the step over again, but this time instead of using twirls only try adding in Waves or differnt type of Filters. There's no exact method of filter, you just gotta play around and if the outcome comes out nice, then it's good, but if it comes out not so great. do it over again. OR another way of Filtering is by using Light texture or Light Stock and then swirls them and paste them onto your graphic.
This is how mine turns out to be playing with the swirls and wave and such. i didn't use the white spot thing on this on.
